Initiated and guided by the Ministry of Industry and Information Technology of the People’s Republic of China (MIIT), the China-Africa Digital Technology Cooperation Center is jointly built by the governments of Zhejiang Province and Hangzhou Municipality. Its construction and operation are implemented by the Department of Economy and Information Technology of Zhejiang Province, the Bureau of Economy and Information Technology of Hangzhou (Hangzhou Municipal Bureau of Digital Economy) and the Administrative Committee of Hangzhou Hi-Tech Industrial Development Zone (HHTZ). The Center was officially settled in HHTZ (Binjiang District) in 2025.

Our Mission
The Center works to implement the outcomes of the Forum on China-Africa Cooperation (FOCAC) and the ten partnership initiatives for China and Africa in pursuing joint modernization, and to advance the Action Plan for China-Africa Digital Cooperation and Development. It deepens practical cooperation across digital fields and promotes greater exchange and coordination in policy, technology, industry, talent development, and innovation.
Our Vision
The Center aspires to become a high-level China-based hub for engagement with Africa in digital technology innovation, industrial collaboration, and people-to-people exchange; a national platform for China-Africa cooperation in digital technology and the digital industry; and a catalyst for China-Africa digital demonstration projects. It will help both sides share the benefits of advances in digital technology and continue to deliver practical outcomes for FOCAC.

International Exchange
Building on major digital initiatives and areas of consensus reached at the Forum on China-Africa Cooperation (FOCAC), the Center facilitates policy dialogue, industry matchmaking, and reciprocal visits and exchanges among the governments of China and African countries and relevant international organizations. It provides a platform for government departments, local governments, enterprises, industry service providers, and research institutions in China and Africa, while continuously expanding the China-Africa digital cooperation partnership network.
Showcase and Matchmaking
Use online and offline channels to showcase China-Africa digital technologies, outstanding products, and representative cooperation projects. Establish a matchmaking mechanism for industrial investment projects, and organize investment matchmaking sessions, corporate roadshows, and industry exchanges to connect Chinese and African enterprises and institutions with partnership opportunities.
Training and Education
Carry out capacity-building and personnel-exchange programs for African government officials, business managers, academics, researchers, and technical professionals in digital fields. Through training, study visits, and exchanges, develop expertise in digital policymaking, corporate digital strategy, technology application, innovation, and entrepreneurship, helping African countries accelerate digital transformation.
Industrial Collaboration
Leverage the Center’s role as a national-level platform for China-Africa digital technology cooperation to source, incubate, attract, and facilitate collaboration on digital-industry projects. Connect technologies, products, projects, and industry resources from China and Africa, advance the transfer and commercialization of high-quality technology projects, and support the coordinated development of China-Africa digital industries.
Research and Advisory
Bring together Chinese and African think tanks, universities, and research institutions to conduct country-specific, policy, industry, and market research. Provide research reports, strategic advice, and professional guidance to Chinese enterprises expanding into African markets, while supporting research and decision-making for China-Africa digital cooperation.
Partnership Development
Mobilize resources from government authorities in China and African countries, international organizations, financial institutions, think tanks, industry associations, and enterprises. Develop multi-level, long-term partnerships, strengthen networks and mechanisms for China-Africa digital cooperation, and jointly support the Center’s sustainable development.
